A large urban school has observed that a relatively consistent number of high achievers among ninth graders in science and mathematics transfer out of the system by the end of the year.
Records have been kept on the number of transfers for the past seven years, and reveal a consistent baseline: 20, 17, 20, 19, 18, 20.
